Continuous diagnosis notification fixed

Fix #29013: Flood of diagnosis notifications

In some cases, when ShoulderPitch motor temperature rises over 69 degrees, a continuous flow of diagnosis warning notification had an unwanted effect: NAO beeped continuously, while his Chest button flashed.
